LISA (The development of rural communities in Scandinavia) is a collaborative project consisting of Norwegian, Danish and Swedish municipalities and the region, together with universities and colleges. The project has, through cooperation, research, raised competence and various specified measures to increase enterprise and attractiveness in country communities, increased settlement and trading activities in the outer reaches of the region. This has taken place through, amongst other things, joint-working towards tourism, local development plans, business ideas and people moving into the area.
